Ahukumiwa kwa kumpiga mwanaye, kumng'oa meno 4, kumjeruhi uti wa mgongo uliosababisha ulemavu

MAHAKAMA ya Wilaya ya Ilala Dar es Salaam, imemhukumu miaka saba jela na viboko 12, mwanamume mmoja baada ya kupatikana na hatia ya kumpiga na kumng’oa meno mtoto wake.

Mshtakiwa huyo, Elisha Sumila (35), ambaye ni mkulima na mkazi wa Ukonga alihukumiwa jana na Hakimu Mkazi, John Msafiri baada ya kujiridhisha na ushahidi uliowasilishwa na upande wa mashtaka.

Katika ushahidi huo uliomtia hatiani mshtakiwa huyo, kulikuwa na mashahidi sita na vielelezo vitatu kikiwamo cha daktari.
“Kulingana na kosa ulilofanya na Mahakama hii kwa kuzingatia hoja zilizowasilishwa na upande wa mashtaka inakutia hatiani kutumikia kifungo cha miaka saba jela.
“Pamoja na kifungo hicho pia utachapwa viboko 12, sita unapoingia na sita unapotoka iwe onyo na fundisho kwa wazazi wenye tabia kama hii,” alisema Hakimu Msafiri.
Awali ilidaiwa na Wakili wa serikali, Sylvia Mitanto kuwa hakukuwa na kumbukumbu za mashtaka ya nyuma dhidi ya mshtakiwa na hivyo kuiomba kutoa adhabu kali.
“Mtuhumiwa amemsababishia mwanawe huyo wa kumzaa ulemavu wa kudumu bila sababu, hivyo naomba mahakama impe adhabu kali ambayo itamfanya ajutie na kuwa fundisho kwa wazazi wote wenye tabia kama hizi za kunyanyasa watoto,” alisema Wakili Mitanto.
Katika kesi hiyo namba 257 ya mwaka 2014, inadaiwa kuwa Agosti 28 mwaka juzi maeneo ya Ukonga Mazizini, Manispaa ya Ilala, Sumila alimpiga mtoto wake, Aman Sumila, kumng’oa meno manne, kumtengua uti wa mgongo pamoja na kumsabishia ulemavu wa miguu.

Katika utetezi wake, mshtakiwa alidai alimpiga mwanawe huyo aliyekuwa akisoma darasa la tatu kwa sababu alikuwa hahudhurii masomo shuleni na badala yake alikuwa akiishia njiani.

Kalenga Kamwendo ni rubani angali kijana wa miaka 21

AKIWA na umri wa miaka 21, Kalenga Kamwendo anaonekana mchangamfu na mwenye haiba ya kusisimua. Amekuwa kijana mtulivu na makini kila hatua yake kazini.

Umakini wake umekuwa ukivutia watu mbalimbali kazini na maisha yake nje ya kazi. Anapendwa na watu wengi mno, kiasi kwamba amezidi kushangaza, ni kwa namna gani anavutia watu wote hao.

Lakini Kamwendo ni miongoni mwa marubani wa ndege wenye sifa kubwa mno duniani. Kalenga ni rubani katika Shirika la Ndege la Proflight la nchini Zambia.

Aliipata kazi hiyo kufuatia mkakati wa kuwapa nafasi vijana katika shughuli za maendeleo nchini humo. Aidha, inaelezwa uongozi wa Proflight umekuwa ukiendesha mikakati ya kuvumbua vipaji vipya kwa vijana kila mara.

Kamwendo aliajiriwa kuwa rubani wa ndege za Proflight Agosti mwaka jana wakati akitimiza miaka 20. Kwa sasa ni miongoni mwa marubani wengine 36 walioajiriwa na Proflight ambayo hufanya safari zake kati ya Zambia na Malawi.

Kalenga alizaliwa eneo la Copperbelt lilipo katika mji wa Kitwe. Kamwendo alianza kuonyesha mapenzi yake kwa kazi ya urubani tangu akiwa shuleni. Alikuwa mwanafunzi mahiri katika masomo ya Hisabati, Fizikia na Kiingereza. Mwaka 2011 baada ya kuhitimu masomo ya sekondari alichaguliwa kujiunga na Chuo cha Urubani cha Forty Three (Forty Three Air School) kilichopo mjini Eastern Cape, Afrika Kusini.

Mwaka mmoja na miezi mitatu baadaye alifanikiwa kupata leseni ya kurusha ndege, licha ya kuwa kijana zaidi kwa umri wake. Kamwendo amefanikiwa kuendesha ndege kwa zaidi ya saa 500 akiwa angani tangu alipojiunga na Shirika la Ndege la Proflight la Zambia.

Mara baada ya kurusha ndege ya kwanza akiwa rubani, Kamwendo alisema: “Nilisisimkwa mno, sikutegemea hata kama siku moja nitakuja kuvaa sare za marubani. Nilikuwa naendesha ndege hiyo kwenda Kasama na nilitakiwa kufika sa10 jioni. Kulikuwa na tani nyingi za hisia kutoka kwa abiria waliponiona kijana mdogo nawaendesha. Walifurahi kuona umakini wangu.

Inaelezwa kuwa awali kijana huyo alipanga kuwa Mhandisi kama baba yake, lakini alibadilisha mawazo kutokana na kipaji alichokuwa nacho.

KUBADILI MSINGI WA ELIMU

Akizungumzia suala la Rubani huyo, Mkufunzi wa Chuo Cha Ualimu Marangu, Benjamin Mbezi wilayani Moshi, alisema; “Hayo ndiyo matokeo ya kuwa na mfumo mzuri wa elimu, ambao tumeupigia kelele muda mrefu. Kwa Tanzania itakuwa ndoto kupata pilot (rubani) kwa umri huo kwani hadi kufika Chuo cha Aviation (Chuo cha Ndege) na masharti yao kuwa uwe umemaliza kidato cha sita tayari mtoto wa Kitanzania ana miaka 25 au zaidi.”

Nini tafsiri ya simulizi za Kalenga Kamwendo na maoni ya Mkufunzi Benjamin Mbezi? Jawabu ni kwamba utaratibu wa kuwalazimisha wanafunzi wasome masomo yote (takribani 12) hauwezi kuwaletea manufaa kwenye mambo ya msingi ya maishani.

Tanzania has improved in Global Competitiveness Ranking

Tanzania has slightly improved its competitiveness score and ranking in the World Economic Forum’s (WEF’s) latest Global Competitiveness Index (GCI), moving up nine places to 116th position from 125th in the past four years.

According to this year’s Global Competitive Report released in Dar es Salaam yesterday, Tanzania ranks 116 out of 138 countries.

According to the report, Tanzania has been performing well in government stability, attracting more investors “as they are assured of their safety, improved public health, good labour regulations, policy stability and market cycle’’.

Meanwhile, sub-Saharan Africa’s competitiveness has slightly weakened year-on-year, mainly as a consequence of deteriorating macroeconomic environments, including a slowdown in the economies of trading partners and persistently low commodity prices, across the region, the WEF noted in its report on Wednesday.

The 2016/17 GCI shows the African powerhouse moving up two rankings to 47 out of 138 countries this year, with its score increasing marginally from 4.39 last year to 4.47 in 2016.
“South Africa maintains its regional leadership in terms of financial markets, competition, infrastructure and education, despite recent challenges from exchange rate volatility, governance concerns and policy uncertainty, as reflected in the institutions pillar,” WEF said.
Within the 12 index pillars ranked by the WEF, South Africa performed well in the financial market development index with a ranking of 11, followed by a ranking of 28 in the goods market efficiency index and 30 for business sophistication.

It ranked thirty-fifth out of 138 countries in terms of innovation, while technological readiness secured a ranking of 49 and market size ranked at 30.

Mauritius, ranking at 45, was the region’s most competitive economy.
“The region’s biggest losers this year are Zambia at 118, down an exceptional 22 positions, and Côte d’Ivoire at 99, down eight places —although its score fell by less than 2%,” the WEF said.
During the year under review, exacerbating the deteriorating economic conditions of the region were droughts that had affected several countries along the Horn of Africa and Southern Africa and political uncertainty as Cape Verde, the Democratic Republic of Congo, Ghana and Uganda entered election years.
“Health and security situations also impacted some competitiveness rankings, especially with continuing Ebola cases in Liberia and Sierra Leone and terrorist attacks in parts of West Africa, namely Côte d’Ivoire, Cameroon and Nigeria.”

Mwambe amefanya uamuzi huo alipokuwa kwenye Mkutano na Wafanyakazi wa Halmashauri ya Wilaya ya Manyoni leo Tarehe 29.09.2016, ambapo aliwataja Watumishi hao aliowasimamisha kazi kuwa ni Mkuu wa Idara ya Ugavi Bw. Genesius Rugemalira ambaye amesimamishwa kwa kushindwa kusimamia manunuzi ya Halmashauri na kuisababishia Serikali hasara ya Tshs. mil 16, Daktari John Amita wa Hospitali ya Wilaya ya Manyoni aliyesimamishwa kazi kwa tuhuma za kupigana na daktari mwenzake hospitalini hapo, tuhuma za utoaji mimba, na uzembe uliopelekea kifo cha mama mjamzito.

Wengine waliosimamishwa ni Muuguzi wa Hospitali ya Wilaya ya Manyoni Bw. Mika Iloti kwa uzembe uliopelekea kifo cha Mama mjamzimzito, Msaidizi wa Ofisi Bw. Anthony Sanga kwa ufujaji wa mapato ya Halmashauri na Mtendaji wa Kijiji cha Makasuku Bw. Mh. Mwambe amemwagiza Mkurugenzi wa Halmashauri ya Wilaya ya Manyoni kuhakikisha Watumishi hao wanasimamishwa mara moja kupisha uchunguzi wa tuhuma zinazowakabili ili hatua Zaidi za kisheria zichukuliwe dhidi yao.

Wakati huo huo Mkuu huyo wa Wilaya ya Manyoni ametoa karipio kali na kumwagiza Mkurugenzi Mtendaji wa Halmashauri ya Wilaya ya Manyoni Bw. Charles Edward Fussi kuwachukulia hatua Mganga Mkuu wa Wilaya ya Manyoni Dkt. Francis Mwanisi kwa kuficha taarifa na kufumbia macho matukio ya utovu wa nidhamu wa Madaktari na wauguzi wa Hospitali ya Wilaya ya Manyoni na Mhasibu Mkuu wa mapato Bw. Elias Mwachinyemba kwa kushirikiana na wazabuni wa ukusanyaji mapato ya Halmashauri waliomaliza muda wao kuhujumu mapato ya Halmashauri.

Mh.Mwambe pia ametengua uteuzi wa Kaimu Mkurugenzi wa Mji mdogo wa Manyoni, Bw. Yona Chalinze na Kaimu Mhandisi wa Maji Bw. Musoma Kanyere kwa utendaji kazi usioridhisha.

Akitoa maamuzi hayo Mh. Mwambe amewaeleza Watumishi wa Halmashauri ya Wilaya ya Manyoni kuwa ni lazima waelewe kuwa wao sio tu Watumishi wa Serikali bali ni Watumishi wa Umma hivyo wana wajibu kuutumikia umma kwa weledi, kujituma, uadilifu na kuacha kufanya kazi kwa mazoea lakini pia kuepuka vitendo vya Rushwa.

Wizara ya afya, Maendeleo ya Jamii, Jinsia, Watoto na Wazee imeishauri mikoa yote ya Tanzania bara kuiga mfano wa mkoa wa Singida wa kuanzisha huduma za kibingwa za mkoba kwa ngazi za wilaya ili kuwafikia watanzania wengi wenye uhitaji.

Mkurugenzi wa tiba kutoka wizara hiyo Dokta Magreth Mhando ametoa ushauri huo katika hospitali ya Mtakatifu Calorus Mtinko Singida Vijijini alipotembelea kujionea awamu ya pili ya zoezi la huduma za kibingwa za Mkoba.

Dokta Mhando amesema kumekuwa na huduma za kibingwa za mkoba ila hazikufanyika vizuri kama ambavyo mkoa wa Singida umekuwa ukifanya na kutoa pongezi za Wizara kwa Mkuu wa mkoa na Mganga mkuu wa mkoa kwa ubunifu huo.

Amesema huduma za kibingwa za mkoba zimekuwa zikiratibiwa na taasisi au hospital kubwa kama Muhimbili ambapo madaktari bingwa wamekuwa wakitoa huduma kwa ugonjwa fulani na kwa ngazi ya hospitali za Mkoa tofauti na zoezi linaloendelea Mkoani Singida la kutoa huduma za kibingwa kwa magonjwa mbalimbali.

Dokta Mhando ameongeza kuwa kutokana na uhaba wa madaktari bingwa nchini wizara imetenga fedha kwa ajili ya kuwasomesha madaktari na kuwashauri waajiri ambao ni makatibu tawala wa mikoa na wakurugenzi wa halmashauri kutenga fedha kwa ajili ya kuwasomesha madaktari hao kwakwuwa wizara pekee haitaweza.

Amesema utaratibu ni kuwa na madaktri bingwa angalau watano kila Mkoa lakini mikoa mingi haina idadi hiyo huku akiongeza kuwa lengo la kutembelea zoezi hilo Singida nikujionea hali halisi na sio kusubiria taarifa.

Mkuu wa Mkoa wa Singida, Mhandisi, Mathew John Mtigumwe mara baada ya kutembelea wodi zote na kuzungumza na wagonjwa waliopata huduma za kibingwa amemtaka Mganga Mkuu wa Mkoa kuongeza muda wa kutoa huduma hiyo kutoka siku tano hadi nane kutokana na wingi wa wagonjwa waliojitokeza.

Mhandisi Mtigumwe amesema huduma hiyo inasaidia kutambua magonjwa na kuyatibu kabla hayajawa sugu lakini pia gharama zikiwa nafuu kutokana na kusogezwa kwa ngazi za halmashauri.

Ameongeza kuwa lengo la ofisi yake ni kuhakikisha huduma za kibingwa za mkoba zinapelekwa kwa kila halmashauri na endapo zoezi likikamilika na kukiwa na uhitaji mkubwa kuna uwezekano mkubwa wa kurudia zoezi hilo.

Mhandisi Mtigumwe amesema kuelekea Tanzania ya viwanda afya bora ni muhimu na wazalishaji wakubwa ni wananchi wa ngazi za chini hivyo huduma hiyo itasaidia kuimarisha afya ili waweze kuzalisha bidhaa kwa wingi na zenye ubora.

Amesema kwa wale wagonjwa watakaopewa rufaa kwenda nje ya Mkoa utaratibu utaangalia wa kuwapatia usafiri wa Mkoa ili kuwapeleka hasa wale wasiojiweza.

Naye Mganga Mkuu wa Mkoa Dokta John Mwombeki amesema kwa muda wa siku tano wagonjwa zaidi ya 800 wameonana na madaktari bingwa huku idadi ikitarajiwa kuongezeka kutokana nakuongezwa kwa siku za klutoa huduma.

Dokta Mwombeki amesema wagonjwa wengi wanaofika wanatoka maeneo mbalimbali hasa maeneo ya kijijini na wenye hali duni ya maisha hivyo zoezi hilo limesaidia wananchi hasa wwenye kipato cha chini.

Amesema madaktari bingwa wanaotoa huduma za kibingwa za mkoba ni madaktari bingwa wa magonjwa ya akina mama, watoto, macho, meno, magonjwa ya ndani na daktari bingwa wa upasuaji.

Wagonjwa waliopata huduma wameushukuru uongozi wa mkoa kwa kubuni utaratibu wa kuwafuata wagonjwa karibu ili kuwapatia huduma za kibingwa kwakuwa inawasaidia kupata matibabu mapema kabla magonjwa hayajawa sugu na kushauri huduma iwe endelevu angalau kila mwaka.

Mwenyekiti wa Chama cha Demokrasia na Maendeleo (CHADEMA) Taifa, Freeman Mbowe ametangaza kuwa operesheni UKUTA iliyokuwa ifanyike Oktoba Mosi haitafanyika tena.

Akizungumza na waandishi wa habari leo jijini Dar es Salaam, Mbowe amesema hayo leo baada ya kimya cha muda mrefu tangu kuahirishwa kwa mikutano na maandamano hayo Septemba Mosi. Aidha, Mbowe amesema kuwa hawatataja tarehe ya kufanya maandamano ili kutompa adui nafasi ya kujipanga. Amesisitiza kuwa maandamano yapo, ila tarehe hawataiweka hadharani.

Operesheni hii ilikuwa ifanyike Septemba Mosi mwaka huu lakini iliahirishwa ili kuwapa nafasi viongozi wa dini kuweza kukutana na kujadiliana na Rais Dkt Magufuli juu ya mustakabali wa hali ya kisiasa nchini kufuatia kuzuiwa kwa shughuli mbalimbali za kisiasa.

Hadi leo viongozi wa dini bado hawajakutana na Rais Magufuli licha ya wao kueleza kuwa Rais Magufuli hajakataa kukutana nao kama inavyoelezwa na baadhi ya vyombo vya habari.

Wakati huo huo, Mbowe amewataka wanachama wa chama hicho na watanzania kwa ujumla kupuuza taarifa za utafiti za wa taasisi ya Twaweza, anaandika Pendo Omary via MwanaHALISI Online.

Tamko la Mbowe limekuja ikiwa ni siku moja tu baada ya Twaweza, kutangaza matokeo ya utafiti wake uliopewa jina la ‘Demokrasia, Udikteta na Maandamano.’

Akizungumza na waandishi wa habari leo jijini Dar es Salaam, Mbowe amesema Twaweza ni wapiga zumari wanaochaguliwa wimbo na watawala wa kiimla ili kujaribu kufunika aibu inayolikabili taifa letu kwa sasa.
“Hatua zinazochukuliwa na Rais John Magufuli zimeporomosha uchumi wa nchi yetu kwa kiasi cha kutisha. Mapato ya wananchi yameanguka. Uwekezaji wa ndani na nje ya nchi umepungua. Ajira zimepungua kwa kiasi kikubwa na umasikini umeongezeka,” amesema Mbowe.
Ripoti ya utafiti wa Twaweza iliyokusanywa kutokana na wahojiwa 1,602 kati ya tarehe 23 na 29 Agosti, mwaka huu kwa njia ya simu Tanzania Bara, imesema kwamba watu 6 kati ya 10 wamepinga madai kuwa nchi ya Tanzania inaongozwa kidikteta.

Hata hivyo Mbowe amesisitiza kuwa, kwa sasa mifumo ya kikatiba na kisheria ya uendeshaji wa nchi na serikali imevurugwa kwa kiasi ambacho nchi inaendeshwa kwa amri na vitisho vya mtu mmoja.


Aidha, Mbowe amesema Kamati Maalum ya Kamati Kuu ya CHADEMA inatambua mgogoro unaoendelea ndani ya Chama cha Wananchi - CUF, unaomhusisha aliyekuwa Profesa Ibrahim Lipumba unachochewa na Jaji Francis Mutungi, Msajili wa Vyama vya Siasa.
“Jaji Mutungi anaivuruga CUF kwa kujaribu kumrudisha madarakani Prof. Lipumba, ambaye alijiuzulu madarakani katika mazingira yanayoashiria kununuliwa na Chama Cha Mapinduzi (CCM), kwa lengo la kusaliti vyama vinavyounda Umoja wa Katiba ya Wananchi.
CHADEMA hatumtambui Prof. Lipumba kama Mwenyekiti wa CUF Taifa au Mwenyekiti mwenza wa UAWA, tunamtambua kama adui wa demokrasia na msaliti wa harakati za kudai haki katika nchi yetu,” amesema Mbowe.
Mbowe ameongeza kuwa, Jaji Mutungi pia ni adui wa demokrasia ya vyama vingi na kwamba CHADEMA haitampa ushirikiano wowote isipokuwa ule tu unaolazimishwa na matakwa ya Sheria ya Vyama vya Siasa.

Mamlaka ya Usimamizi wa Bandari Tanzania (TPA) imesema kwamba sasa milango ipo wazi kwa meli kubwa zaidi kutia nanga katika Bandari ya Dar es Salaam kwani teknolojia ya meli za kisasa inaruhusu.

Mbali na teknolojia iliyotumika kutengeneza meli hizo, Mamlaka imeboresha ujuzi wa manahodha wake baada ya kuwapeleka katika nchi za Afrika Kusini, Denmark na Ufaransa kupata mafunzo jinsi ya kuingiza meli za aina hiyo bandarini.

Mkurugenzi Mkuu wa Mamlaka, Mhandisi Deusdedit Kakoko ameyasema hayo mara baada ya manahodha wa Mamlaka kufanikiwa kuingiza meli kubwa zaidi katika historia ya Bandari ya Dar es Salaam yenye urefu wa mita 261.

Meli hiyo inayoitwa MV Hammonia Grenada ambayo ina uwezo wa kubeba makasha 4,256 imetia nanga katika bandari ya Dar es Salaam ambapo imeshusha makasha 483 na kupakia makasha 656 kabla ya kuelekea nchini Thailand.

“Kuingia kwa meli hii katika Bandari yetu ni uthibitisho tosha kwamba bandari yetu ina uwezo wa kuhudumia meli kubwa kwa kutumia miundombinu iliyopo na kwa ufanisi mkubwa,” alisema Mhandisi Kakoko.

Mhandisi Kakoko amesema kwamba Bandari ya Dar es Salaam ina uwezo wa kuhudumia meli zenye ukubwa huo katika gati zake nne, ambazo ni gati namba 8,9,10 na 11 ambazo zina kina chenye urefu mita 11.

Mkurugeni Mkuu amesema kwamba ujio wa meli hiyo ni ushahidi tosha kwamba bandari ina uwezo wa kupokea meli kubwa za aina hiyo ambazo awali zilikuwa zikiishia bandari ya Mombasa tu.
Kakoko amesema kwamba wapo waliokuwa wakifikiri kwamba bandari yetu sasa haifanyi kazi lakini ukweli ni kwamba bandari yetu ipo sawa na inaendelea kupokea meli kama kawaida.

Na kuwathibitishia hilo, amesema kwamba hata Mhe. Rais John Pombe Magufuli wakati alipokuja kufanya ziara katika bandari ya Dar es Salaam kulikuwa na meli nyingine saba zimetia nanga.

“Napenda niwatoa hofu wateja wetu kwamba bandari yetu ina uwezo wa kuhudumia meli kubwa bila shida yoyote na ujio wa meli hii umefungua milango ya meli nyingine kubwa kuja katika bandari yetu,” alisema Kakoko.

Naye Rubani Mkuu wa Mamlaka, Capt. Abdullah Mwingamno ambaye ndiye aliyeengiza meli hiyo amesema kwamba hii ndio meli kubwa kuliko zote ambazo zimewahi kuingia katika bandari ya Dar es Salaam.

Mwingamno amesema kwamba hapo mwanzo mlango wa bandari yetu ulitengenezwa kuweza kuhudumia meli zenye urefu wa mita 234 tu lakini kutokana na mabadiliko ya teknolojia na jinsi meli zenyewe zinavyojengwa imeweza kuingiza hata meli za urefu mkubwa zaidi.

Pamoja na suala la teknolojia, Capt Mwingamno amesema kwamba kwa sasa TPA ina wataalamu wa kutosha ambao wamepata mafunzo sehemu mbalimbali Duniani ili kuweza kuingiza meli kubwa za namna hiyo.

“Tumepeleka kundi la kwanza la vijana wetu nchini Afrika Kusini kupata mafunzo ya jinsi ya kuingiza meli kubwa katika bandari yenye lango kama la kwetu na kundi la pili la vijana hawa tumelipeleka Copenhagen, Denmark,” amesema.

Amesema kwamba kundi la tatu la vijana hao tulilipeleka Nantes nchini Ufaransa kupata mafunzo kama hayo, kwahiyo napenda kuwahakikishia wateja wetu kwamba tunao wataalamu wa kutosha kuifanya kazi hii.

Hapo awali, TPA ilishawahi kuingiza meli nyingine kubwa yenye urefu wa mita 250 na baadae ikaingiza meli nyingine yeenye urefu wa mita 255.

Kwa mujibu wa Capt. Mwingamno, meli zenye urefu wa mita 261 mara nyingi huishia Bandari ya Mombasa kutokana na udogo wa lango letu lakini ujio wa meli hii umefungua rasmi milango ya kibiashara.

“Ujio wa meli hii umefungua rasmi njia kwa meli nyingine kubwa za aina hii ambazo zilidhani zisingiweza kuingia katika bandari ya Dar es Saam na hivyo kufungua rasmi ushindani na bandari nyingine,” amesema.

Waziri Mkuu amesema Dodoma si ndogo kama baadhi ya watu wanavyodai na kwamba huduma zilizopo zinatosha kukidhi mahitaji ya sasa. "Mkakati uliopo wa kupanua huduma za tiba, maji, umeme na masoko utawezesha watumishi wote kuishi bila bugudha yoyote."

“Awamu ya kwanza inaanzia Septemba hadi Februari mwakani. Mimi nimeshatangulia na wanaofuata ni mawaziri na manaibu wao wote, Makatibu Wakuu na Naibu Makatibu Wakuu wote. Natambua kwamba wote wana nyumba za kuishi na kama wapo ambao hawana hawazidi asilimia tano na nyumba zipo.

Amewataka watumishi wote wa Serikali watambue kwamba safari imeshaanza na kila mmoja ajipange, na akarudia wito wa Mheshimiwa Rais kwamba atakayegoma kuhamia Dodoma atakuwa amejifukuza kazi.

Waziri Mkuu amewataka watendaji wa Mamlaka ya Ustawishaji Makao Makuu Dodoma (CDA) wasifanye kazi kwa mazoea, bali wabadilike na kwa kuwa amehamia Dodoma ameahidi kuafuatilia kwa karibu zaidi.

Mapemaakizungumza katika hafla hiyo, Waziri wa Nchi (OWM SUBKAV), Jenista Mhagama amesema kilichofanyika leo ni uthibitisho kuwa yale ambayo Serikali ya Awamu ya Tano iliahidi sasa hivi imeanza kuyatekeleza.

"Tuliahidi kukusanya kodi, tuliahidi elimu bure, tuliahidi kupambana na mafisadi, tuliahidi kuondoa watumishi hewa, tuliahidi kuifufua ATCL na kununua ndege mpya na yote tumetekeleza,” amesema.

Naye Waziri wa Nchi Ofisi ya Rais-TAMISEMI, Bw. George Simbachawene amesema uamuzi wa kuhamia Dodoma ni uthibitisho kuwa viongozi wetu kweli wamedhamiria kutekeleza ahadi ya Baba wa Taifa ya kuhamishia makao makuu ya nchi hapa Dodoma.

"Dodoma imeanza kuchangamka na hii ni fursa tosha kwa mkoa wetu kubadilika. Tushirikiane na CDA kuijenga Dodoma mpya. Kitendo cha Mheshimiwa Waziri Mkuu kuingia Dodoma leo hii maana yake ni kwamba Serikali iko rasmi Dodoma," amesema.

Hafla hiyo ilihudhuriwa na Manaibu Waziri Anthony Mavunde na Dk. Ashatu Kijaji, Makatibu Wakuu wa Ofisi ya Waziri Mkuu na Ofisi ya Rais (Utumishi), Wakuu wa Wilaya za Mkoa huo, wazee wa mkoa huo, viongozi wa dini, viongozi wa taasisi zilizoko mkoani na baadhi ya wananchi.

Outbreaks of Dengue may be expected to increase in Tanzania

Tanzania has experienced at least four separate dengue virus (DENV) outbreaks in the past six years and more may be expected as climate change continues to alter the ecologic landscape, according to a study published inPLOS ONE by Clement Mweya of the National Institute for Medical Research, Tanzania and colleagues.

The researchers built an Ecological Niche Model to explore how different bioclimatic scenarios may impact the distribution of Ae. aegypti mosquitoes and co-occurrence of DENV outbreaks in particular regions of Tanzania. The model was constructed using data from the 2014 outbreak in Dar es Salaam on the reported cases of DENV and the density of DENV among Ae. aegypti mosquitoes, as well as 19 bioclimatic variables that predict current and future climate conditions.

The results of the study predict that the current climate scenario is advantageous to infectious Ae. aeygptimosquitos, indicating substantial risk for a DENV epidemic outbreak, particularly in populated coastal areas and areas with previously reported cases. A similar risk pattern was predicted in the 2020 and 2050 climate scenarios, but the model also predicts the risk of a DENV outbreak will likely move further inland toward the center of the country over time, particularly by 2050. However, the authors note that a potential limitation of their study is that the data from the 2014 outbreak in Dar es Salaam are extrapolated to other non-sampled regions in the model.

Amazon announced the Alexa Prize, a challenge to create a bot able to have an engaging 20-minute conversation with humans. 

The Alexa Prize is an annual competition for university students dedicated to accelerating the field of conversational AI. The inaugural competition is focused on creating a socialbot, a new Alexa skill that converses coherently and engagingly with humans on popular topics and news events.

Amazon will award the winning team $500,000. Additionally, a prize of $1 million will be awarded to the winning team’s university if their socialbot achieves the grand challenge of conversing coherently and engagingly with humans on popular topics for 20 minutes.

Up to ten teams of students will be selected to receive a $100,000 stipend, Alexa-enabled devices, free AWS services to support their development efforts, and support from the Alexa Skills Kit (ASK) team. Additional teams not eligible for funding may be invited to participate. Students will build their socialbots using the Alexa Skills Kit (ASK), which tens of thousands of developers are already using to build new skills on Alexa. Participants will have access to conversational topic categories and digital content from multiple sources.

95% of Tanzanians think they should be allowed to criticize the government

And 7 out of 10 (69%) think that democracy is the best form of government

29 September 2016, Dar es Salaam: Citizens’ support for democracy and free expression is strong. Almost all citizens (95%) think that they should be free to criticize the government when they believe it has done something wrong. Seven out of ten citizens (69%) agree that democracy is their preferred form of government, although opposition supporters are a little more likely than ruling party supporters to say that undemocratic government can sometimes be preferable (18% compared to 15% of ruling party supporters). Nonetheless a large majority of citizens (86%) believe that Tanzania needs many political parties to offer citizens real choices in who governs them.

These findings were released by Twaweza in a research brief titled Democracy, dictatorship and demonstrations: What do citizens really think? The brief is based on data from Sauti za Wananchi, Africa’s first nationally representative high-frequency mobile phone survey. The findings are based on data collected from 1,602 respondents across Mainland Tanzania (Zanzibar is not covered in these results) between 23 and 29 August 2016.

Despite these strong preferences for democratic approaches to government, citizens have mixed views on the role of the opposition. Eight out of ten (80%) think that, after elections, the opposition should accept defeat and help the government develop the country while only 20% think that they should monitor and hold the government accountable. Similarly, 49% think that rallies outside campaign periods are a distraction for the government and the public, and inhibit development. Fewer than half (47%) think that opposition parties should be able to hold rallies whenever they want. Again this is split by party affiliation: 71% of those who feel close to opposition parties support having rallies compared to 37% of ruling party supporters.

Furthermore, 6 out of 10 Tanzanians (60%) support the ban on political rallies including 70% of ruling party supporters and 33% of opposition supporters. Half of citizens (50%) are in large part unwilling to join demonstrations in principle, although 3 out of 10 (29%) are willing. Citizens who are closer to opposition parties are much more willing to demonstrate (43% compared to 27% of ruling party supporters). Young people are also more likely to say they are willing to join demonstrations (35% of 18-29 year olds are willing to compared to 15% of over 50s).

One out of six citizens (16%) citizens is aware of UKUTA, a few months after its formation. Among them, almost half (48%) describe it as a union to fight dictatorship and one out of five (22%) say they support UKUTA. Just over half (55%) of those who feel closer opposition parties support the movement while 44% of them do not. And a significant minority of 6% of ruling party supporters also do. One out of ten citizens who was aware of UKUTA also said that they planned to participate in the demonstrations including 3% of ruling party supporters and one out of four opposition supporters (24%).

Most citizens have some idea what a dictator is, 3 out of 10 citizens (34%) don’t know and a similar number describe it as the use of excessive force (32%).

Overall, 11% of citizens think that Tanzania is currently being led by a dictator while 58% do not. This varies between different groups, with the following percentages reporting that they do think there is a dictatorship in the country:
  • Men: 13%, women: 8%
  • Aged 18 to 29: 13%, Over 50: 4%
  • Richest: 16%, poorest: 8%
  • Higher education: 26%, no education: 4%
  • Opposition party supporters: 29%, ruling party supporters: 5%
“This survey throws up fascinating findings on Tanzanians’ political views,” said Aidan Eyakuze, Executive Director of Twaweza, “For the government, the strong support shown here for multiparty democracy and freedom of speech is noteworthy. While the majority of Tanzanians do not currently agree that President Magufuli is a dictator, this survey shows that further moves to restrict democratic space and undermine the freedom to speak and to meet will be unpopular. Citizens seem to be saying that some limitations on human rights might be a price worth paying for maintaining peace and fast-tracking development. But if anti-democratic moves go too far, their willingness to accept them may well disappear.”
