  • Support and coordinate the planning and implementation of the programme together with the design team and in country stakeholders, including civil society, project partners and the donor community
  • Set up of project coordination tools and communication channels to enable effective collaboration and keep programme parties and staff informed throughout

REQUIREMENTS

  • Minimum of 7 years of experience coordinating, working in health/HIV programmes in low income countries
  • Proven experience in project management and programme coordination
  • Knowledge of working with vulnerable populations, HIV testing linked to care

  • Prior experience working in Tanzania and knowledge of the Tanzania HIV programmes and policies is highly desirable

Context

IPPF Africa Region comprises of a network of 38 nationally owned and managed not for profit organizations in Sub Saharan Africa that are member associations (MAs) of the Federation with a secretariat based in Nairobi. The MAs have a robust network of service delivery points with a mix of service delivery modes including static clinics, mobile clinics, and outreach as well as associate and franchisee clinics.

IPPF has developed a new strategic framework (2016 -2022); that builds on the success of the previous framework (2005- 2015) and responds to the changing environment on SRHR and development globally. Most notably, events on the macro-economic outlook, and the transition from the Millennium development goals (MDGs) to the Sustainable Development Goals (SDGs).

One of the main focus area is for IPPF to become an enabler to other organizations for the provision of sexual and reproductive health services through strategies including social marketing. This is in a bid to scale up geographical reach within limited resource settings through strategic partnerships with both public and private sector players.

To effectively roll out the strategies the innovative approaches and models of service provision that the implementation plan for the strategy framework stipulates, it is inevitable that Reproductive Health Commodity Security (RHCS) is addressed and given the needed impetus. The old adage related to SRHR programme management "no commodities no programme" cannot be ignored and only a robust, pre-emptive and timeously responsive Supply Chain Management (SCM) system can ensure the success of the ambitious service provision outcomes that the strategy framework has set out to achieve. In this regard, IPPF Africa Region wishes to review and update its current RHCS Strategy which was developed and implemented during the previous strategic period. Objective

The purpose of this assignment is to review and update of IPPFAR Reproductive Health Commodity Strategy to align it to the new Federation Strategic Framework and the Regional implementation plan. 

Methodology

The successful consultant will develop a detailed technical approach to conducting this assignment. However, it is envisaged that the methodology will include but not be limited to:
  • Review of strategic documents including internal IPPF specific documents, and information about the operating environment in the region
  • Conduct key informant interviews with key staff from ARO, selected Member Associations, IPPF central office
  • Review the RH commodity landscape in Africa.
  • Plan and facilitate a workshop with key stakeholders to present and validate findings, and identify strategies
  • Generate a draft report for review and validation before finalization Profile of Consultant
The resource person sought is a practitioner in in logistics/supply chain managements with a bias to the health sector. H/She should have practical knowledge and experience in design, implementation and evaluation of the supply chain. Duration of the assignment

Juma alipanda kizimbani jana katika Mahakama ya Hakimu Mkazi Kisutu na kusomewa mashtaka yanayomkabili mbele ya Hakimu Mfawidhi, Cyprian Mkeha.

Akisoma mashtaka Wakili wa Serikali Mkuu, Peter Njike alidai kati ya Desemba Mosi mwaka 2015 na Julai 15 mwaka huu jijini Dar es Salaam mshtakiwa alitenda kosa la kusafirisha binadamu kinyume cha sheria.

Njike alidai Juma alijifanya anakwenda kumpa mafunzo Adam Akida Mkazi wa Magomeni, Mtaa wa Chemchem na Idirsa na badala yake alimsafirisha kwenda nchini Pakistan kwa ajili ya kumweka reheni.

Mshtakiwa alipotakiwa kujibu kama kweli ama si kweli, alikana kuhusika na tuhuma hizo na upande wa mashtaka ulidai upelelezi wa kesi hiyo haujakamilika wakaomba kuahirisha kesi.

Hakimu Mkeha alimfahamisha mshtakiwa kwamba shauri lake halina dhamana kisheria, anaamini upande wa mashtaka hautachukua muda mrefu kukamilisha upelelezi.

Baada ya kusema hayo, alikubali kuahirisha kesi hiyo hadi Agosti 17 mwaka huu kwa ajili ya kutajwa na mshtakiwa alirudishwa rumande.

Hatua ya kukamatwa kwa Juma, ni matokeo ya gazeti hili kuripoti habari za Mtanzania kushikiliwa ughaibuni kutokana na biashara ya dawa za kulevya Julai 18, mwaka huu.

Habari hizo ziliripotiwa baada ya video kusambaa katika mitandao ya kijamii Julai 17, mwaka huu ikimwonesha Adamu Akida alivyowekwa chini ya ulinzi na maharamia hao wenye silaha.

MTANZANIA lilifuatilia tukio hilo na kubaini kuwa, Adamu alikuwa amewekwa rehani kwa gharama ya Sh bilioni 1.5 kwa kile kilichoelezwa kuwa ilikuwa ni utekelezaji wa mpango wa biashara ya ‘unga’.

Kutokana na hatua hiyo, timu ya MTANZANIA iliamua kuchimbua suala hilo ili kujua ukweli wa namna kijana Adamu Akida, alivyokuwa kwenye mateso hayo.

Akisimulia tukio hilo kaka yake aliyejitambulisha kwa jina la Hemed Abdallah (si jina lake halisi) alisema miezi minane iliyopita, Adamu alikwenda kwa kaka yake ambaye ni mtoto wa mama yake mdogo aliyetambulika kwa jina la Juma na kuomba msaada wa mtaji kwani kazi yake ya kinyozi haikuwa ikilipa na hali ya maisha ilikuwa ngumu.

Alisema baada ya kueleza shida yake, Juma alimuhoji kama yupo tayari kwa ajili ya kutafuta maisha nje ya nchi na Adamu alikubali kufanya kazi ya aina yoyote ili mradi aweze kupata fedha.

“Awali alikwenda kwa kaka yake mtoto wa mama yake mdogo anaitwa Juma na kuomba asaidiwe mtaji kwani amekuwa na maisha magumu sana. Baada ya hali hiyo aliambiwa kuna safari ya kwenda Pakistan ambayo waliondoka wakiwa wameandamana watu watatu pamoja na Juma na kijana mwengine ambaye jina lake limenitoka, ila anaishi Kinondoni.

“Walipofika kule, Juma akachukua mzigo akiwa na yule kijana wa Kinondoni, huku Adamu akiachwa Pakistan kwa maelezo kuwa baada ya siku tano atakuja nchini na mzigo mwingine. Muda wote hata tukihoji alipo Adamu tunaambiwa yupo anaendelea na kazi huko aliko na angerudi mwezi wa tisa au wa nane.

“Sasa hii video ndiyo imetupa picha halisi ya Adamu, maskini sijui kama tutampata akiwa hai. Hata hivyo kwa kipindi cha hivi karibuni, tulikuwa tukishangazwa na mwenendo wa Juma kwani amekuwa na fedha nyingi sana hadi kufikia kuwajengea nyumba dada zake pamoja na kuwanunulia magari,” alisema Abdallah huku akibubujikwa na machozi.

Kutokana na hali hiyo vyombo vya dola vilianza kuendesha msako wa ndani na nje ya nchi kumsaka Juma Neti, ambapo kutokana na hali hiyo ilielezwa kuwa walifika mara kadhaa nyumbani kwake Kunduchi Unonio kwa ajili ya kumsaka bila mafanikio, kwani alitoroka.

Julai 19, mwaka huu chanzo cha uhakika kililiambia MTANZANIA kuwa mke wa Adamu ambaye alikuwa akiishi Mtaa wa Sunna, Magomeni, alihamia Kijitonyama.

“Katika suala hilo, tuna shaka kuwa hata mke wa Adamu anajua kinachoendelea, maana miezi mitatu iliyopita alihama Magomeni na kuhamia Kijitonyama, tena huku akisema mume wake karibu anarejea nchini.

“Lakini baada ya video kuanza kuonekana, sasa hata kupatikana hapatikani na hatujui amehamia nyumba gani huko Kijitonyama,” alisema Abdallah.

Akizungumza na Mtanzania, Mwenyekiti wa Serikali ya Mtaa wa Idrissa, Issa Mpangile, alisema askari kutoka makao makuu ya Jeshi la Polisi walifika katika ofisi yake na kumtaka waongozane kwenda katika nyumba ya baba mdogo wa Adamu.

Alisema walipofika nyumbani kwa Kessy Baharia Mtaa wa Idisa, ambaye ndiye baba mdogo wa Adamu, polisi walichukua maelezo yake na baadaye wakarudi katika ofisi ya Serikali ya Mtaa kuchukua maelezo yake.

Akizungumzia kuhusu kijana huyo, Mpangile alisema kuwa ni mzaliwa wa mtaa huo, lakini baadaye alihamia Mtaa wa Suna ambao ni jirani na Mtaa wa Idrissa, Kata ya Magomeni.

Alisema wakati kijana huyo anahama mtaa huo, alikuwa bado ni kinyozi na hakuwa na rekodi ya kusafiri kwenda nje ya nchi.

Alisema katika mazungumzo na Baharia, alimweleza kuwa amewasiliana na baba wa kijana huyo ambaye anaishi Bagamoyo mkoani Pwani.

Mpangile alisema kwa mujibu wa Baharia, baba wa kijana huyo anayejulikana kwa jina la Akida, amesikia habari za mtoto wake na kwamba atakwenda kuripoti kituo cha polisi.

Naye mama mdogo wa Adamu, aliyetambulika kwa jina la Khadija Katundu, alikiri maofisa wa polisi kumuhoji mume wake.

Dubai Rental Services and Solutions loses case against TANESCO, SYMBION

HIGH Court of Tanzania has dismissed a suit filed by Dubai based firm, Rental Services and Solutions (RSS) against Tanzania Electricity Supply Company (TANESCO) and Symbion Power Tanzania Limited.

Commenting on the ruling in Dar es Salaam over the weekend, Symbion Power Senior Vice President for Communications and Public Affairs Adi Raval said, “The High Court’s ruling justifies and corroborates Symbion’s position that the suit was spurious.”

He said they have been pleased by the ruling, describing the lawsuit as frivolous and simply aimed at embarrassing the defendants. The suit contained a number of strange claims and was perpetrated by the company that had operated illegally in Tanzania for almost three years, denying the Tanzanian government a colossal amount of money in tax revenues.

Raval said, “We were shocked when we discovered that this subcontractor was neither a properly registered business nor paid corporate tax of 30 percent like other companies which operate in Tanzania.

In comparison, during the same time, Symbion Power Tanzania paid the Tanzania Revenue Authority about 50 million US dollars in tax.

” RSS filed the lawsuit at the High Court in April, this year, accusing Symbion and Tanesco of failure to pay it 28 million dollars (over 57m/-) of the 77.6 million dollars it earned in revenue from power sales during the period of the contract.

RSS, a generator and air cooling rental firm, supplied equipment to Symbion for emergency power in Dodoma and Arusha. During the time RSS was based in Tanzania and had expatriates and local staff for its operations.

However, Symbion argued against paying RSS any more money than they had already been paid in case they default on paying TRA what they owe them. Tanzanian law requires all companies operating in Tanzania to pay corporation tax and VAT

Mwalimu auawa kwa kupigwa akituhumiwa kujihusisha kipamenzi na wanafunzi

MWALIMU Daniel Msalika (42) wa shule ya msingi Nyasosi, wilayani Bariadi, mkoa wa Simiyu amefariki dunia katika Hospitali ya Rufaa ya Bugando alikokuwa amelazwa akitibiwa majeraha.

Majeraha hayo yalitokana na kushambuliwa na baadhi ya wananchi kwa madai ya kujihusisha kimapenzi na wanafunzi wa kike wa shule hiyo.

Kamanda wa Polisi Mkoa wa Simiyu, Onesmo Lyanga aliwaeleza waandishi wa habari jana ofisini kwake kuwa mwalimu huyo alifariki dunia Julai 31 mwaka huu saa nane usiku.

Kamanda Lyanga alisema kuwa siku ya tukio Julai 27 mwaka huu saa 6.30 usiku, wananchi hao ambao idadi yao haijafahamika, walivamia nyumba ya mwalimu huyo baada ya kupata taarifa kuwa kuna mwanafunzi ambaye amelala nyumbani kwake, jambo ambalo halikuwa la kweli.
“Wananchi hao walipata taarifa ya kuwa nyumbani kwa mwalimu kuna mwanafunzi ambaye amelala humo hivyo walimvamia kwa kuvunja mlango na kuanza kumshambulia kwa kutumia silaha mbalimbali za jadi na kumsababishia majeraha makubwa sehemu za kichwani na usoni lakini binti waliyemkuta kwake ni mwenye umri wa miaka 18 na siyo mwanafunzi,” alisema.
Alisema kuwa baada ya uvamizi huo, mwalimu huyo alikimbizwa katika Kituo cha Afya cha Isanga kupatiwa matibabu, lakini hali yake iliendelea kuwa mbaya na kupelekwa katika Hospitali ya Rufaa ya Bugando jijini Mwanza, lakini alifariki dunia.

Kamanda alisema kifo chake, kimesababishwa na majeraha ya kushambuliwa huku tuhuma dhidi yake zikiwa si za kweli.

Alitoa mwito kwa wananchi kuacha kujichukulia sheria mikononi huku wakisisitiza kuwa wote watakaobainika kusababisha kifo hicho, sheria itachukua mkondo wake.

Wabunge walioshitakiwa kwa rushwa wafutiwa mashitaka

Mkurugenzi wa Mashtaka nchini (DPP) amewafutia makosa wabunge watatu waliokuwa wakikabiliwa na kesi ya rushwa baada ya kuwafutia mashtaka yaliyokuwa yakiwakabili katika Mahakama ya Hakimu Mkazi Kisutu.

Wabunge hao ni Kangi Lugola wa Mwibara, Suleiman Ahmed Saddiq (Mvomero) na Victor Mwambalaswa (Lupa).

Wakati DPP akiwafutia mashtaka hayo na kuwaachia huru, wabunge hao wamesema wanatafakari hatua za kuchukua dhidi ya Taasisi ya Kuzuia na Kupambana na Rushwa (Takukuru), kwa kile walichokiitwa kuwadhalilishwa kwa kuwafungulia kesi hiyo, waliyoiita ya kisiasa.

Wabunge hao ambao wote wanatoka Chama cha Mapinduzi (CCM), walikuwa wajumbe wa Kamati ya Bunge ya Hesabu za Serikali za Mitaa (LAAC) walipandishwa kizimbani Machi 31.

Walikuwa wakikabiliwa na shtaka la kuomba rushwa ya Sh30 milioni kutoka kwa Mkurugenzi Mtendaji wa Halmashauri ya Wilaya ya Gairo, mkoani Morogoro, Mbwana Magote.

Hata hivyo washtakiwa hao wote walikana shtaka hilo huku Lugola baada ya kusomewa shtaka hilo na kesi kuahirishwa akisema kuwa hiyo ni vita ya kisiasa ambayo haitawazuia kuendelea kutumbua majipu.

Awali, kabl ya kesi hiyo kuitwa jana mahakamani hapo, upande wa mashtaka uliieleza mahakama kuwa upelelezi wa kesi hiyo tayari umeshakamilika na ukaomba mahakama ipange tarehe ya usikilizwaji wa awali.

Kufuatia taarifa na maombi hayo ya upande wa mashtaka, mahakama hatua hiyo ya usikilizwaji wa awali ufanyike jana, ambapo washtakiwa walitarajiwa kusomewa maelezo ya awali ya kesi hiyo kabla ya kuendelea na ushahidi.

Hata hivyo baada ya kesi hiyo kuitwa jana kwa ajili ya washtakiwa kusomewa maelezo hayo ya awali, Wakili wa Serikali, Kishenyi Mutalemwa aliyekuwa akisaidiana na Wakili wa Takukuru, Emmanuel Jacob, aliieleza mahakama kuwa DPP hana nia ya kuenedelea na mashtaka dhidi ya washtakiwa hao.

Wakili Mutalemwa alisema kuwa DPP ameamua kutokuwa na nia ya kuendelea na mashtaka dhidi ya washtakiwa hao chini ya kifungu cha 91 (1) cha Sheria ya Mwenendo wa Makosa ya Jinai (CPA).

Hakimu Respicius Mwijage aliyekuwa akisikiliza kesi hiyo alikubaliana na maombi hayo ya DPP na kuamuru washtakiwa hao waachiwe huru.
“Shauri hili linaondolewa kama DPP alivyoomba na washtakiwa mnaachiwa huru.”, alisema Hakimu Mwijage.
Akizungumza na waandishi wa habari baada ya kuachiwa huru, kwa niaba ya wenzake, Lugola alisema kuwa tangu walipofikishwa mahakamani hapo walianza na Mungu na wamemaliza na Mungu, na kusisitiza kauli aliyoitoa siku walipandishwa kizimbani kuwa kesi hiyo ni ya kisiasa.
“Kimsingi tangu mwanzo tulipofikishwa mahakamani hapa moyoni mwetu tulianza na Mungu na tuliahidi kumaliza na Mungu na tumemaliza na Mungu.”, alisema Lugola na kuongeza:
“Leo Mungu amejibu, tumeachiwa huru. Tunawaambia Watanzania kwamba kesi tuliyofunguliwa ilikuwa ni ya kutunga na ilitengenezwa kwa sababu za kisiasa.”
Lugola aliendelea kueleza kuwa kutokana na uamuzi huo Serikali kupitia Takukuru hawakuwa na ushahidi dhidi yao na kwama ndio maana wamebadilika hivyo kama kinyonga.
“Walisema kwamba wamekamilisha upelelezi na kuomba tarehe ya kutusomea maelezo ya awali, leo wanafuta kesi.”, alisema Lugola.
Alisema baada ya uamuzi huo sasa wataendelea kuwatumia wananchi waliowachagua katika majimbo yao huku wakiweka wazi kuwa wanakwenda kukaa na mawakili wao ili wajadili hatua za kuchukua dhidi ya Takukuru.
“Tutakaa na mawakili wetu tutafakari ni cha kufanya kutokana na udhalilishwaji huu tuliofanyiwa na baada ya hapo ndio tutajua nini cha kufanya, lakini tunasikitishwa sana na udhalilishwaji huu tuliofanyiwa na Takukuru.”, alisisitiza Lugola.
Akiwasomea washtakiwa hao shtataka hilo, siku ya kwanza walipopandishwa kizimbani, Wakili wa Takukuru, Magela Ndimbo alisema kuwa washtakiwa hao walitenda kosa hilo, Machi 15, 2016, kinyume cha kifungu cha 15 (2) cha Sheria ya Takukuru.

Alidai kuwa washtakiwa hao walitenda kosa hilo wakiwa katika Hotel ya Golden Tulip, iliyoko eneo la Masaki, wilayani Kinondoni, jijini Dar es Salaam, na kwamba waliomba rushwa hiyo ili waweze kutoa mapendekezo mazuri ya Taarifa ya Hesabu za halmashauri hiyo za mwaka 2015/2016.

Hakimu Mkazi Thomas Simba anayesikiliza kesi hiyo aliwaachia huru washtakiwa hao kwa dhamana kwa masharti ya kuwa na mdhamini mmoja ambaye alisaini bondi ya Sh5 milioni na kutakiwa kuwafikisa mahakamani hapo washtakiwa kwa tarehe na saa itakayopangwa.

Baada ya kesi hiyo kuahirishwa na hakimu kutoka nje ya mahakama, washtakiwa hao wakingali bado kizimani, walionesha kufurahia huku Saddiq na Lugola wakishangilia kwa kunyanyua juu mikono yote miwili wakionesha ishara ya ushindi.

Sambamba na kushangilia huko, Lugola pia aliwashukuru waandishi wa habari lakini akasema kuwa kesi hiyo ni virta ya kisiasa tu ambayo haitawakatisha tamaa wale walio tayari kutumbua majipu kuendelea kutumbua majipu hayo.
